Aren't people choosing to live like this but why the fuck would they? Or are they like a school of fish or a flock of geese that took a bad turn somewhere? What they're doing makes sense individually. It's what they've always done.
It becomes clear something is going wrong at a larger level yet it goes on. Clear to whom? As far as I know it can't happen to a flock of geese or a school of fish. But it can clearly happen among people. Did the air or water change.
People are supposed to be possessed of individual will and judgment. You wouldn't know it the way they behave.
